Petrotech 2010-Special Track On Retail


Dear Dealer friends,

Petrotech 2010 in scheduled from 31.10.2010 to 3.11.2010 at New Delhi organised by FICCI and by BPCL. There is going to be a Special Track on Retail(Information Courtesy by Anil Sood-Fuel Care-09814313240), in which Retail Dealers can participate in panel discussions on emerging trends including fuel pricing and automation.

I hope the Dealers nearby to Delhi can participate and contribute in the discussions.

Some of us may try to make it from Tamilnadu.

In this regard, I would like to bring all of your attention to the two core issues which would change our trade.

1.Pricing of Petroleum Products.
2.Automation in the context of Transport and Delivery at outlets.

I hope the above two issues should be clearly addressed by the Dealer fraternity in the upcoming Petrotech Conference Sessions so as to benefit all of us.

Let us discuss within our self and come up with a clear picture on the above two issues.

The online forum is open for discussions and we have to sum up the conclusions latest by 27.10.2010.

Respected Sir

Sub: Representation seeking action against Antisocial elements indulging in Theft and Pilferage of Explosive/Highly Inflammable Materials i.e., Petrol/Diesel in an organised manner in your jurisdiction-reg.

We submit this representation on behalf of Retail Dealers of all Public Sector Oil companies(PSOC) namely IOCL, BPCL,HPCL in Coimbatore District.

The supply point of all PSOC petroleum products to all our petrol bunks(Retail Outlets) nearly for 7 districts in and around Coimbatore are located in Irugur,A.G.Pudur,Ravathur in Sulur Taluk.Coimbatore District.

For quite sometime we are getting Complaints from our member dealers about the product shortage during the delivery of the Petrol , Diesel products at many outlets while transported in Tanker Lorries from supply point to the respective outlets.

In the recent weeks, 27 outlets reported to us acute shortage of products, which vanished from underground tanks during the odd hours of the night.

Three FIR’s were filed by the police department.and two lorries were captured and two persons were taken in to custody while attempting a theft in Sevur Indian Oil Petrol Bunk owned by Mr. Dandapani.

According to the information from our dealer members, a big gang in an organised way with the sophisticated pumping equipments, lorries and Gundas were indulging in the theft in transporting tanker lorries in the day time. The same gang involved in the retail outlets in the night hours after the workers went to sleep after midnight.

Their daytime theft is supported by the local people who provide space, go down covered with thatched coconut sheaths or GI sheeted structures.

The modus operandi of the Day time Theft is thus: The tanker lorry with the loaded product heading to the destination outlets to all areas used to drive into the go downs located in the strategic locations.They steal the products using many technics. A very dangerous among the technic is to cut the lock bar of the Tanker lorry by cutting and after removing the Petrol or Diesel they HOT WELD the lock rod as it was and repainting the welded portion. They nearly take 50 ltrs of the products form each of the three compartments amounting to nearly 150 ltrs per tanker lorry(containing 4000+4000+4000= 12000 Lts of product) to avoid the detection of theft at the outlets.

The modes operandi of the night time Theft is thus: A lorry with empty barrels drives into the petrol bunk in the rural areas. They have the uniform of all the three petroleum companies pump sales men. While the pump is closed for sales after midnight, they enter the bunk wearing fake uniforms and pump the diesel into the barrels in a stealthy manner. The hands of the previous employed boys in helping them to turn on switches is also suspected. They also have pumping equipment to directly pump products out of the underground storage tanks into the barrels.

These modus operandis were gathered during investigations of the two culprits namely Ranjithkumar and Murugan taken into custody by the Sevur Police.

The committee of Dealers of CDPDA,SLOA( Sulur Lorry Owners Association) and press reporters went to the investigation and taken photographs of the unauthorised storage points of the gang, photographs of the captured lorries used by the culprits and photographs of the outlets reported theft.

The committee came to know that the king pin of this gang is Mr Prabhakaran and Mr Kandasamy,Ex Vice President of Kodangipalayam Panchayat who knowingly allowed the antisocial activities to take place in his premises and provided space for this gang to store the explosive/inflammable products illegally against the provisions of explosives act.

As those two criminals are still at large and threatened our office bearers and member dealers with dire consequences, it will opt and proper to book them under Goondas act.

Also this crime will put the the nearby living,traveling public in grave danger as the improper, illegal storing of the explosive products is highly dangerous.

After going though the facts and evidences , given the serious nature of the problem an emergency meeting of CDPDA was conducted and following resolutions were adopted unanimously.

1. It was resolved that the two antisocial elements namely Mr Prabhakaran and Mr Kandasamy should be handled with iron hand and must be booked under Goondas Act.
2. On behalf of the Dealers who lost hefty money due to the thefts must be compensated/reimbursed by confiscating the properties of the two Goondas mentioned above.
3. The pilferage taking in and around Coimbatore from the Tanker Lorries leaving from supply points to the destination bunks en route should be eradicated by stringent action and vigil and invoking Goondas Act against all those involving in the theft of explosive products causing loss to the dealers and for putting the public in to the grave danger of possible explosions.
4. If no action is initiated against the aforesaid, it was unanimously decided and agreed to stop the sale of the petroleum products in Coimbatore District till we have safe and protected environment from the antisocial elements to conduct our business.
